We will outline what is enforceable now, what is changing next, and how to achieve compliance with complex sustainability requirements across GHG assessments, emissions thresholds, and verification protocols in maritime, aviation, and road transport.

Recent political developments, including the changes of the EU Green Deal omnibus package, reduced COP attendance, and delays to the IMO Net Zero Framework, signal increasing fragmentation in global sustainability efforts. For fuel producers, however, the regulatory landscape remains highly active.

The EU FuelEU Maritime regulation is now live, with enforcement beginning in 2026, and currently under review to assess scope expansion and threshold tightening. It sets GHG (greenhouse gas) intensity limits for onboard energy use and introduces penalties for noncompliance, directly impacting fuel eligibility and commercial viability. CORSIA has entered its First Phase (2024-2026), requiring ICAO-aligned emissions factors for aviation fuels. Furthermore, RED III and the UK RTFO are actively reshaping sustainability criteria around fuel traceability, coproduct treatment, and land use change.
